Building Pathways to Opportunity

At Rose City Learning Center, we believe every adult should have the opportunity to learn, work toward their goals, and build a more secure future. Located in downtown Norwich, Connecticut, RCLC provides accessible, community-based education and support for adults at different stages of their journeys. Some come to improve their English. Others are working toward a high school equivalency diploma, preparing for a new career, searching for employment, strengthening digital or financial skills, or navigating the resources available in their community. Whatever brings someone through our doors, we start with their goals and help them identify a path forward.

What We Do

Learn English & Build Skills

Our English language programs help adults strengthen the communication skills they need for work, education, family life, and everyday interactions in their communities.

Prepare for Education & Careers

We help adults take the next step toward a high school equivalency diploma, postsecondary education, career training, certifications, and new employment opportunities.

Find & Prepare for Employment

Learners receive individualized support with resumes, job searches, applications, interview preparation, workplace communication, and career planning.

Connect to Resources & Opportunities

RCLC works closely with community organizations to connect adults and families with trusted resources related to education, employment, financial stability, healthcare, immigration and legal services, and other needs.

The barriers adults face outside the classroom can make it difficult to reach educational and employment goals. That's why RCLC combines instruction with individualized support, community partnerships, and connections to resources.

Our learners don't simply enroll in a class. They become part of a community committed to helping them move forward.

Rose City Learning Center was created in Norwich to respond to the needs of adults in our community.

Today, we work alongside local schools, nonprofits, healthcare providers, employers, financial institutions, higher education partners, and community organizations to create stronger pathways to education, employment, and opportunity.

These partnerships allow RCLC to bring services directly to learners while helping individuals and families connect with the broader community.

Success might mean having a first conversation in English with a child's teacher. It might mean creating a resume, earning a high school equivalency diploma, entering career training, finding a job, learning to use technology, or feeling confident enough to take the next step.
